Personnel Committee
February 28, 2012
Chairman Roger Elkins called the Personnel Committee meeting to order at
1:00 p.m. Prayer was received followed by the pledge to the flag.
Present: Commissioners
Elkins, Thompson and Powell
Others: Carl Baumgras, Julie Homan, Roger
Weeks, Richard & Merry Cook
Absent: none
Recommendation by Commissioner Powell, support by Commissioner Thompson to
approve the agenda with addition. Recommendation
carried.
Public Comments: none.
Recommendation
by Commissioner Powell, support by Commissioner Thompson to approve the minutes
of August 23, 2011 as presented.
Recommendation carried.
New Business:
A request from a seasonal camper at Rose Lake from
site A5 to allow volunteering for services and for the Parks to give
restitution for his site for his service. The Personnel Committee discussed the current
policy that the Park employees follow regarding volunteer services and made the
following ruling regarding camping and volunteering. Recommendation
by Commissioner Thompson, support by Commissioner Powell to add the following
ruling to the Park volunteer policy; The
Park Managers have authority to approve the sites for volunteers to use for
service if all workers sites are filled.
The premium sites will not be available to fill volunteer services. Recommendation carried.
Introduction of Roger Weeks, a candidate for Rose Lake Manager was made. Roger has worked at Brower Park as a
custodian in past years. Roger was interviewed by Parks Chairman Morris
Langworthy and Parks Director Carl Baumgras. His references were reviewed and a
background check came back good. The
Parks Director would like to recommend Roger Weeks for the Rose Lake Manager
position. Recommendation by Commissioner Elkins, support by Commissioner Thompson
to approve Roger Weeks as the 2012 Rose Lake Manager. Recommendation carried.
Dirk Huntley, a candidate for Rose Lake Assistant Manager was made. Dirk, a Barryton resident with a background
in camping and working at RV parks, was not available for the meeting. His references were reviewed and a background
check came back good. The Parks Director
would like to recommend Dirk Huntley for the Rose Lake Assistant Manager
position. Recommendation by Commissioner Powell, support by Commissioner Thompson
to approve Dirk Huntley as the 2012 Rose Lake Assistant Manager. Recommendation carried.
The Personnel Committee reviewed the Evaluation of Personnel form and
made the following recommendation for change.
Recommendation by Commissioner Powell,
support by Commissioner Thompson to approve the adjustment of the form by
adding more space for written comments on each category and adding an
additional sheet if required.
Recommendation carried.
The Personnel Committee reviewed the manager bonus and agreed to leave
as approved by the Parks Commission at the February 7, 2012 meeting.
The Personnel Committee reviewed the volunteer program and an
advertisement for personnel recommended by the Parks Director. The request for advertisement will be
reviewed for policy wording and incorporated into the green manual for
employees.
The Personnel Committee will continue to review the Parks Handbook for
Personnel. The Committee would like for
the Park Director to have the personnel review and make any of their concerns
for changes available at future meetings.
The Personnel Committee reviewed the customer complaint procedure. The Committee would like to make sure the
breakdown of the surveys being turned in will be addressed for measures in
place to correct this from happening in the future.
The Personnel Committee reviewed the grievance procedure for personnel
and would like to see a complaint form developed for this procedure.
The Personnel Committee reviewed the personnel handout of names,
positions, and wages. The addition of
the Rose Lake personnel was added to the form.
Rose Lake will still need to fill a maintenance position. Crittenden maintenance position was changed
to a five month position.
Old Business: none
Park Managers Comments: Rose Lake manager discussed a few items that
may need to be addressed; such as roads not being defined and boat
charges. He will review these items with
the Parks Director at a later time. He
discussed his work at Mecosta County Parks and his position as custodian. The
Committee discussed that Rose Lake residents can put their boats into the
waters at the boat launch prior to May 11, 2012 without having to pay a vehicle
pass fee and Commissioner Thompson will mention this at the next meeting of the
Rose Lake Property Owners Association.
Public Comments: Commissioner Powell discussed the ball diamond at Rose Lake Park and
would like to make sure this is discussed at the next walk through meeting at
Rose Lake Park.

carried.
