MINUTES

APRIL 1, 2008

 

 

The committee meeting was called to order by Chairman Larry Emig at 9:00 a.m. for the purpose of reviewing the claims.

 

Regular business began at 9:10 a.m.

 

Present:  Commissioners Brock, Hoaglund, Brooks, Sikkema, Tiedt and Emig.

Also present:  Susan VanderPol-County Coordinator, Russ Wayne-Jail Administrator, Sheriff Jim Crawford, Loraine McCall-COA Director and Karen Bluhm-County Clerk.

 

Motion by Commissioner Brooks, support by Commissioner Tiedt to approve the agenda as amended.  Motion carried.

 

Brief public comment:  None.

Employee comment:  None.

 

Motion by Commissioner Tiedt, support by Commissioner Brock to approve the committee minutes of March 18, 2008 as presented.  Motion carried.

 

Recommendation by Commissioner Brooks, support by Commissioner Sikkema to approve the claims in the amount of $48,566.31.  Recommendation carried.

 

Recommendation by Commissioner Brooks, support by Commissioner Tiedt to approve the following budget amendment:

O.C.C.O.A. Senior Center

Loraine McCall, COA Director, was present and reported her pleasure with the updates at the Senior Center.  Susan VanderPol, County Coordinator, gave an update from the Maintenance Department, reporting the walls and floors are being finished at the location as well as the plumbing updates.  Lance has advised the parking lot will be fixed when weather allows.

 

Loraine also talked with the committee about possibly needing a temporary position as one case worker is out on medical leave right now and another case worker may need to also take a

medical leave.  She was advised by Susan VanderPol, County Coordinator, that since the positions already exist she can automatically fill them in the interim without Board action.

 

VitalChek Update

Susan VanderPol, County Coordinator, has spoken to County Counsel about an existing contract with GPS (Government Payment Services) for the use of credit cards in the County.  It appears that the only contract in place is with the Sheriff’s Department.  Russ Wayne, Jail Administrator, was present to ask the committee to keep the current GPS contract in place for use by the Sheriff’s Department since as a part of that contract the Sheriff’s Department receives $75/month from GPS for consumers using their services.  After some discussion it was decided to rescind a motion from last month’s meeting keeping the GPS contract in place.  The committee then asked that VitalChek provide proposed contracts for their services within the other County departments before the next meeting if possible.

 

Recommendation by Commissioner Tiedt, support by Commissioner Hoaglund to rescind Motion #9 of March 20, 2008.  Recommendation carried.

 

Winter Maintenance Supplies

Susan VanderPol, County Coordinator, reminded committee members that in the past the Road Commission has let the County have sand and salt for the parking lots and sidewalks at County buildings.  This has been an in-kind service agreement worked out between the County and the Road Commission, however, next year we will have to start paying the Road Commission for the sand and gravel or obtain it from another vendor.

 

9-1-1 Appointment

Osceola County currently has a vacancy on the 9-1-1 Board for a citizen-at-large representative.  Interest has been expressed by Mark Gregory of Leroy for the appointment to that position.  Discussion was held on the need to appoint someone to the vacancy as quickly as possible.  Sheriff Crawford was also present, as Chairman of the 9-1-1 Board, noting Mr.Gregory would make a good candidate with his background as the Fire Chief of the LeRoy-Rose Lake Fire Department as well as President of the Osceola County Fire Association.  After some discussion, it was decided to post the opening on the County website as well as in various community areas around the County to solicit any other interested parties.

 

SEIU Contract Update

Commissioner Brooks updated committee members on the proposed SEIU contract.  Commissioner Emig advised that SEIU members have ratified the proposed contract. 

 

Commissioner Emig was excused at 9:48 a.m.

Employee Comment:  Commissioner Sikkema asked if the Health Department might be able to use the City Watch system connected with Emergency Management.
