Personnel Committee
October 2, 2007
Chairperson Mark Brock called the meeting of the
Personnel Committee to order at 4:00 p.m. and pledge to the flag was given.
Present: Mark Brock,
Elmo Hoaglund and Don Lewis.
Others: Jim Wolfe,
Julie Homan and Tom VanEpps.
Motion by Don Lewis, supported by Elmo Hoaglund to
approve the agenda. The motion was
unanimously supported.
Public Comments:
none.
Motion by Elmo Hoaglund, supported by Don Lewis to
approve the minutes of November 22, 2005.
The motion was unanimously supported.
New
Business:
The three Park manager
evaluations given by the Parks Director were reviewed.
Jim Wolfe stated he had not
presented his evaluation to Don Emerson, but presented his version of the
evaluation to the Personnel Committee.
Comments were discussed regarding whether the Rose Lake Manager position
should receive disciplinary actions by the Parks Director and the need for this
to be documented, whether the Rose Lake Manager should receive a bonus this
year, and the public perception of the current Rose Lake Park manager and the
local community not camping at Rose Lake due to the current manager.
Recommendation by Elmo Hoaglund, supported by Don
Lewis for the Parks Director to complete a monthly evaluation of all Park
Managers for future years and to use the current evaluation form with an
additional paragraph for their overall performance rating to the current
evaluation. The recommendation was
unanimously supported.
Recommendation by Elmo Hoaglund, supported by Don
Lewis to not accept the evaluation of the Rose Lake Manager given by Jim
Wolfe. The recommendation was
unanimously supported.
Jim Wolfe had completed
Ilene Fatum’s evaluation and the Personnel Committee recognized loosing a good
employee because of lack of support from the Parks Director. The Personnel Committee believed that Ilene’s
evaluation should have been higher.

The Personnel Committee asked for the evaluation on
Julie Homan, at which time Jim Wolfe stated he needs to develop a form for her
evaluation and will complete this before December 5, which is her anniversary
date.
The Personnel Committee next reviewed recommendations
from the Parks Director for the hiring of the three park managers for the 2008
season. Jim Wolfe would like to
recommend Richard Cook for Rose Lake Manager for 2008 and Loren Irwin for Crittenden
Manager for 2008.
Recommendation by Elmo Hoaglund, supported by Don
Lewis to accept the hiring of Richard Cook to the 2008 Rose Lake Park Manager
position. The recommendation was
unanimously supported.

Lewis to accept the hiring of Loren Irwin to the 2008
The Sunrise Manager position will be reviewed at a
later date.
The Personnel Committee reviewed the procedure of
hiring couples for the paid positions at the park. The Parks Director felt that it would be good
to allow the employee to share the time and money worked with their spouse and
asked for a recommendation of 20 hours worked for the employee and 20 hours worked
for the spouse. The Personnel Committee
discussed the spouse was at the parks and could work on a volunteer basis with
a volunteer agreement. The Personnel
Committee would like more information regarding the practice of hiring
volunteers and whether the Parks can be held liable for workman’s compensation,
liable for accidents, etc. Julie Homan
will check with the personnel department regarding the practices that the Parks
need to follow regarding volunteers.
Public Comment:
Tom VanEpps was present and asked of all Park Commissioners to carefully
review the Park Director’s position. He
would like to see all Park Commissioners do some homework regarding the Park
Director’s position for 2008 and to speak to other personnel within the Parks
regarding this position.
Motion by Elmo Hoaglund, supported by Don Lewis to adjourn the meeting at 6:07 p.m. The motion was unanimously supported.
